Four things move a quote more than anything else: the number of unique page designs, custom development versus a theme, bilingual Arabic and English content, and integrations (payments, booking, CRM). A ten-page bilingual site with WhatsApp lead routing is a different project from a five-page English brochure, even if both are called "a website."
